Could be an extensions conflict. Try starting up with extensions turned off. Let it sit for a while and see if you can move your mouse. If that's the problem it's just a matter of narrowing down which one is conflicting with your USB. Have you installed anything new lately?

To Start with extensions off, hold down the shift key during startup.
