I too have been having a similar problem with Safari on my iMac G5, 1.8 GHz, 250 GB drive, 20" 1 gig RAM, running OSX 10.3.6. I have 640K DSL service from Qwest and Dakotacom.net. Many times I get the window:

"Safari can't find the server
Safari can't open the page _________
because it can't find the server __________"

When this happens, I find if I hit "return" twice, the page will load.

At other times it just doesn't load period, so I go on to another page.

I have been hesitant to upgrade to 10.3.7 because of all the trouble I read about.

Any new tips?

I searched around, and found the forums on Macworld, specifically the
"server not found" issue. I tried putting in a DNS number, per their
suggestions, but it slowed my Mail wayyyy down, (maybe 60 seconds or
more to decide it couldn't find mail.comcast.net or SMTP.comcast.net)
and Safari taking that long to not find servers. I then found out that
OS X 10.3.7 (the forum said that was going to fix it,) was available,
so I updated to that, and didn't see any improvement. I went back to
system prefs and removed the DNS server number, which at least did
speed it up again, so it was not finding things much faster! :-/

In Safari, hitting the refresh button never worked for me. Sometimes,
unplugging and re-plugging my cat5 cable seemed to work. (I tried 2
different cables, by the way.) As it turns out, what does work is
leaving my iTunes connected to Radio Margaritaville! (well, I suppose
any internet radio station would work, but I've been a parrothead for
about 30 years now!) Mail and Safari (and Explorer) all work like a
charm, 24-7. If I close out iTunes, it's back to square one.
