Dunno. To be honest, priority settings have been so abused by spammers I didn't think anybody else bothered with them any more.
Where is the "Text Only", "Styled Text" switch?
Set the default option in the Composing pane of Mail preferences. To override the default for a new message, choose Make Plain Text or Make Rich Text from the Format menu, or type command-shift-T.
