I know this is an old posting (I'm catching up on E-mail) but, after reading this entire thread, I didn't see anyone address this...
Mail.app DOES have an off-line mode. I use it occasionally. In fact, I have "On Line" and "Off Line" buttons in my toolbar for just this purpose.
The command can also be done manually from the Mailbox menu. It's right there at the top. ;)
