Xcode is the Mac development tools. It has nothing to do with X Windows. To run an X application, you just need to install the X Windows package. I notice that another list member recommends installing Fink too. I don't know why. Unless you need something else that requires it, I'd skip it.
In the .pdf help file it says "launch Xcode", so I tried to launch it in the Terminal
both as a user and with sudo, but I get "command not found".
If you *do* want to run Xcode, you need to do it from the finder, the same as you'd launch any other Mac app. Just click on down to Developer::Applications::Xcode and run it. You will then be able to write code to run on OS X.
If you explain what you really want to run, maybe we could be more helpful. I'm not clear on whether you're trying to write some code or trying to run an application under X. By the way, usually when someone says "X" (pronounced "ex") they are referring to X Windows. When they say "OS X" (pronounced "oh ess ten") they're referring to Mac OS X. I personally find the combination of terms confusing and think it's a shame that the Mac boys didn't skip a step and call it "oh ess eleven" (OS XI) or something. They had to know someone would port X to OS X....
