If it sounds like a high pitched whistle then it might be the high
voltage power supply/fly back transformer for the CRT. When I say
"high" I mean almost as high as a human can hear.

To confirm, disconnect the hard drive and boot from a CD. Or remove
and replace the hard drive. If this doesn't confirm the hard drive's
going bad or got a bad bearing, then disconnect the optical drive.
If none of this eliminates the noise, then you've got a very rare
squeal from an electrical or electronic component. This was common in
the days of vacuum tubes, not so common today.
