Maybe some of you can help me.
I bought a Panasonic KXL-RW21A portable CD burner. It has a USB cable
that I connected to my iMac 400 MHz.

I'm not familiar with that particular burner, but if it's at all recent (ie the last two or three years), that's a USB2 burner you're attempting to work with on a machine that only has USB1.1.

Guess what's going to happen.

Do somebody knows if there are OS X or 9 drivers for this CD burner?

Patchburn III (OS X only) may allow you to "see" the drive -- and it's free! -- but if I'm right about that being a USB2 burner, it's not really going to help much.

The burner is very small and light so I'd like to keep it.

Um, wouldn't it have been a good idea to check for Mac/Toast compatibility BEFORE buying it?
