it seems to me like you are having more problems than you should be having.
I have a few suggestions. Try making a new account in System Preferences>Accounts, and login from there. See if help works, etc.
if it does, that means that you messed up the account you were using, and i would suggest moving the stuff you want to keep to the new account.
however, if the problem is still there in the new account, that means you messed something up in /System/Library or /Library, and i would suggest backing up your home folder, and reinstalling mac os x.
i dunno if that sounds like a reasonable course of action to take, but that's what i would probably do if i were having that many problems. I'm sure the other members of the list can say if my course of action sounds reasonable or not :D
