I'm not an expert, but I just went through a somewhat similar process with my 
iTunes music library, which I set up to access from two different accounts on 
one computer running Tiger. I had to play with it for a while, and one of the 
first things you should look at is permissions on the actual music files. 
 
Locate the folder where those files reside, open the "Get Info" box (for the 
folder, not the actual song files, unless you want to do this step for each 
song individually), and set the permissions on the folder to allow both 
accounts to read and write (CHECK the apply to enclosed items box). To do this, 
you basically have one of the accounts be the owner, and, from that account, 
set the group to be able to read and write (I believe that by default, every 
account on the same computer belongs to Staff, so that's probably the group you 
should use - though it might be Wheel). Now, you should be able to access the 
files from both accounts. As I recall right now, I had some trouble getting 
this step to work. When I tried to change the file permissions, it seemed to 
reset itself (several times) to allowing only the original owner to read and 
write (I have my music library on a second internal hard drive, which may make 
a difference here), but when I gave up and logged out, the other account was 
then able to access the files anyway, and subsequently, the permissions showed 
up the way I had been trying to set them.
 
Next, find the iTunes Music Library database file and the iTunes Music xml 
file. These will probably be in a folder called iTunes in the Music folder in 
your Home folder. If one of the accounts has these set up in a way that you 
like, then you can copy them over to the other account and then both accounts 
should have the same playlists and everything. Alternatively, you can probably 
skip this step if you don't want the same playlists and so on from the other 
account. If you only want to access the songs, and will be setting up your own 
playlists on each account, then there's no need to do this. And anyway, the two 
accounts won't be linked, and whatever happens to one set of playlists from 
here on in won't affect the other playlist at all (I suppose you could set up 
the files in each home folder as aliases, and then link to the actual files 
located elsewhere and they may remain linked and therefore reflect any changes 
made in the other account, including play counts and so on - but that seems 
like asking for trouble).
 
I know this is rather long, and perhaps not particularly clear or helpful, but 
hey, what do you expect for nothing?

Hey,
     I just set up my Daughter  with her own account in Tiger.  I  
have all the iTunes song files on a new external Firewire HD.  In  
both accounts, I have the HD as the storage folder for all music.  I  
opened iTunes in my daughter's account and the Library was empty.  I  
proceeded to "add to Library" from File menu and chose the music  
folder on the new HD.  It added all the songs fine.  Now, when I try  
to use iTunes in My Account, I get the exclamation point and a pop up  
saying "The song 'X' could not be used because the original file  
could not be found.  Would you like to locate it?"
