You're referring to the fact that with cable, your service is shared across the coax drop. :\
With xDSL, your service is shared between the DSLAM and the CO. That's just one hop later than with cable. Either way, slowdowns happen as the user load increases. If the ISP - regardless of type - hasn't provisioned things well, you're stuck.
