I had a similar problem to yours on osx 10.3.9 It would not mount on its own. If I remember I booted it in target mode and made a temp user. This worked immediately and the machine would boot all the way in so I could log in as a root administrator. I was able to get all my data. I turned off file vault and haven't had it on since then.It has been a while and it was a bit traumatic so I am not certain I have all the detail right.
