It does not, but it will work with any old USB keyboard and mouse, you 
can get generic Windows ones for around $10 each (or less). The only 
trick is to make sure you know the mapping. "Windows" key is the Command 
key, Alt is the Option.

As for a monitor, the mini does come with a VGA adaptor so any old PC 
monitor will work. You can buy new 17" monitors for around $60 these 
days, or drive around your area on bulk garbage day and get a 15 or 17 
for free. It would take me less than a week around here to find a working 
monitor in the trash.
