Sounds like that hard drive was initialized *without* the OS 9 drivers. Classic is a "Mac OS 9 emulator* that runs as an application (process) within Mac OS X. As such, all i/o is "tunneled" through OS X's drivers. Mac OS 9 (booted) uses its own drivers.
