Sounds like that hard drive was initialized *without* the OS 9 
drivers.  It's a checkbox in Disk Utility...

Classic is a "Mac OS 9 emulator* that runs as an application 
(process) within Mac OS X.  As such, all i/o is "tunneled" through OS 
X's drivers.

Mac OS 9 (booted) uses its own drivers.  It needs to have its disk 
driver pre-installed in the early partitions of the hard drive, so it 
can be loaded during the bootstrap sequence.
