Last year, Apple put out a patch for 10.3 and early versions of 10.4  
to deal with the shifts in Daylight Savings Time.  Look here:  "About  
the Daylight Saving Time Update for Mac OS X 10.3.9"

Even in areas where DST did not change, you should install the patch.
