Yes to both, you can definitely put a DVD drive into the iMac, (We put
one into my brother's Slot loading iMac) and yes OS9 supports DVD's
and DVD playback. You can get the utility DVD player as an OS9
application. Yes, Tiger was only released on DVD, so you'll need a DVD
drive or another Mac to install Tiger on it. I have never heard of an
external DVD drive, but such a thing must exist somewhere. Here is an
item on eBay that fits the bill, just so you can get an idea of what
you're looking for:

Hope that helps! I've never seen a Flower Power iMac, but I agree the
G3 iMacs do make nice media machines, and they're still great for
email/internet.
