1. 10.4 runs surprisingly well on older Macs, but I would suggest 10.2  
if you want to run OSX. That was Apple's first really stable X. It  
really all depends on what you want to do on it. If you want to have  
the features of later OSX's, then you might go with that. If you still  
just want to run all the games that came with it, I would say that  
9.2.2 is the best classic OS, since it was the latest version.
2. Yes, you can just copy them over. Unlike Windows, Mac Apps are  
completely independent of the OS. (For the most part, there are  
exceptions, and there might be some plugins that you'd need to copy,  
too.)
3. I'm not sure about that, I believe you only have to install OSX on  
the first 8Gb of the HD on the old beige G3's, and the Bondi. Perhaps  
someone else would know for sure.
4. That's a problem... You could get a DVD drive for it, but it would  
probably be a slot-loading. That's how I got OSX onto my Bondi, but I  
just put back the tray-loader after I installed it. They did release  
10.4 on CD's, you might be able to find them on eBay. If you decide to  
go with 10.2, that was only released on CD, so you're good to go.
