Those G3 400 MHz iMac boards with built-in dual firewire ports should boot in Firewire Target Disk mode if you hold down the T key as soon as you hear the chime. It sounds as if you've got either a bad logic board, or a bad keyboard, or most likely a faulty USB port or cable. Try switching the keyboard to the other USB port. Also try switching the keyboard.
