Dashboard widgets are all Javascript and HTML code...they're essentially 
'captive' web pages.

The Weather widget itself is a package, if you view the contents you can peruse 
and change the plist files, the javascript (.js) files and html in the widget.

In 10.6 and 10.7 the Weather widget's data is gathered via the javascript file 
in the hidden system directory:

/System/Library/WidgetResources/.parsers

the weatherParser.js file contains the functions to access the weather data, it 
uses an Apple.com url to do so:

        var url = 'http://iphone-wu.apple.com/dgw?imei=' + uid + 
'&apptype=weather&t=' + numRequests++;


The corresponding code in 10.4 is in parser.js in the Weather widget itself and 
the url variiable is:

        var url = 'http://apple.accuweather.com/adcbin/apple/Apple 
_Weather_Data.asp?zipcode='

Note the difference. 

Apple didn't kill your software in a dastardly fashion, ANOTHER COMPANY 
ENTIRELY stopped providing data....
