Hi Eric, It looks like there is an issue for this bug - so no need to report additionally: https://github.com/imagej/imagej-legacy/issues/314
I just experimented and I believe it can be worked around with "Edit -> Options -> ImageJ 2..." and checking "Use SCIFIO when opening files (BETA!)". Very unfortunate that this was broken without SCIFIO though, as you could run into other issues if that option is checked. I'll see if we can get this fixed quickly. Apologies for the disruption.
