Since SP4 was released AFTER Option Pack, this is the expected behavior. In
SP4 readme files, MS says you *can* safely ignore that warning and install
OP after SP4.

I had some issues here when trying to install OP over SP3 also.
I just re-installed Internet Explorer 4.01, and then installed OP with no
trouble (yes, you *need* IE4.01 installed prior to install OP).
I even re-installed OP over SP5 with no problems at all.
Have you tried SP5? I think SP4 is some way obsolete by now. It has more
than 11 hotfixes.
