Not completely true. If you go into preferences in the web interface as a user and for 
the "forward attachments" options, you choose "forward attachements", it will.

to download the attachment then re-attach it.  Now within my limited scope
of knowledge this is the same as what you would have to do with most third
party client software as well.  They usually default to not forwarding
attachments.  I am not aware of a search tool for the Web Interface... other
than me! (:->)
