I am assuming there are other products out there. We sell Internet to other ISP's...
(Bandwidth provider) and we just built a choke machine out of a linux box. Basically
it is a bridge. Just passes the packets through the machine and nothing can talk to it
or pass through it more than the bandwidth we have specified. This may work for you.
