I use an Xedia Access Point router with Class Based Prioritization, It works great!  It cost near 8K, but it will handle 4 t-1's right out of the box as we are configured and grow to handle a t-3.  I think the Linux configuration is awful hard to beat though dollar for dollar if you have the two weeks or so to get it up and running.  Linux box ($500) Software ($50 or $0 with no manuals) Annual Support ($0)... See what I mean?  I have worked with an ISP who has one working... The guy who set it up left so I will have to try to figure it out on day for him.  But back to the start if you have the money, the Xedia is bad to the bone!

Elron software makes a product called Bandwidth Optimizer. It allows you to monitor and shape bandwidth to users based on service (SMTP and POP3 in your case). It might work for you. http://www.elronsoftware.com. It is licensed by user, so if you're an ISP, it might be costly.
