Gary,

Here what I've done:

1.  I created options.html  page where I have all of the option links in it.
2.  I created a hyperlink from the main page menu.html to go to options.html
3.  When I went to options.html and clicked on any of the optional link, it
kicked me back to the login page.

In summary, I already knew that all the tags and parameters have to be
passed by .cgi not any html page. HTML pages are available for customize the
looks and feels not the function.
