Yes, you could set it up the way you described as long
as their's has the ability to retrieve the POP account.
I know there are several out there that will do this.
Since they are not connected 24 X 7 someone needs to
do store and forward for them since they do not have a
static IP and there will be no other place to forward their
MX records to.
