They also might be doing a reverse DNS to verify the mail server is who it says it is.  MAke sure your reverse dns is accurate (or your upstream if they have not delegated it to you)

The local City I am located in has an email address of ci.el-campo.tx.us. Seems they can receive mail from everyone in the world except us. Mail sent from our customers at wcnet.net gets bounced back as 'host unknown"
 
Any ideas why?
