Had the same thing happen to me the other day. Bet if you stop the DNS
service, you will not be able to restart it again. Has something to do
withthe in.addr.arpa zone being corrupted.
In order to resolve the problem, had to:

1. Stop the DNS service
2. Delete the reference to the particular zone from the registry file.
3. Restart the DNS service.
4. Re-Create the in.addr.arpa zone and then add the PTR records
