Yes.  It's very limited in features but is reliable.  There is no limit on the number of 'users' and is very affordable but lacks the bells and whistles of other (much more expensive) packages.
 
The bad
1) only text message, no attachments
2) you can not set the modem init string.  No matter what the modem is set for, it appears that the program insists on setting the modem speaker to full volume ( not a problem anymore since I cut the speaker wires)
 
The good
1) works great for simple text messages.
2) logs failures and successes to the imail log files.
3) relies on SMTP and works as a program alias.  It does not 'poll' a POP account at set intervals.
4) you can limit the number of retries
