Andy,
When you do this on the Users folder, you are setting the 'default' for any
new accounts that are created in the future. Yes, it does affect all domains,
but it does not affect any of the users in that domain, except those that you
create after making this change.
That checkbox is something that I would use only for an individual user who
might not be paying his bill or that you wish to keep from accessing his
mailbox. Or one that I want to temporarly disable his access.
