As far as the registry key goes: (Page 234 of Manual)
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\SMTPD32\Parameters\MaxQ
ueProc
add new DWORD value if key does not exist.
As for the 99% CPU usage, you are own your own. ;-)
