This is a good concept except I would use the "copy" function of the rule
instead of the "forward" as the forward would not leave a copy in the
mailbox of the intended recipient for them to read and just sending the
message to the alias would lose it.

Can Imail be setup to send a short notification email to an external
address upon the receipt of an email that meets this criteria?
Yes; use a rule that forwards such mail to a Program Alias that
launches IMAIL1 (the IMail ad hoc submission app) with a short
hard-coded message.
