This is an example of what I am talking about.  The apparent sender of
these emails is [EMAIL PROTECTED]  Stammerer.com does not have a
listed mx record.  The SMTP server that sent the mail is 68.206.124.231.
My argument is that the NDR should not be sent to [EMAIL PROTECTED]
The NDR should be sent to 68.206.124.231.  If that SMTP server feels
that [EMAIL PROTECTED] is a valid sender through their server, then
they should be able to route the NDR on their end accordingly.  This way
the RFC is satisfied because you have sent an NDR.  If the SMTP server
that sent the mail has problems delivering that NDR so be it.

It is very easy to spoof an "Mail From:" address, but it is much more
difficult to spoof the SMTP server that sent the mail.

But back to my original question?  Can I stop my IMAIL server from
sending NDR's at all?  If not, can I setup a rule that applies to all
outbound messages?

NDRs  are  sent  to  the  envelope  sender (MAIL FROM), not the header
Reply-To.

I  don't have the slightest idea how you mean to send bounces "only to
the sending server" and still have any utility. Sooner or later, those
who  fantasize  about banning all outgoing or incoming bounces realize
that  this  breaks SMTP as it is used in the real world. Better to not
even start than to get caught with your pants down later.
