We are basically on the same hardware configuration and have no issues with
SSL speed on the default web templates. I would start buy looking at the
manual and going step by step to make sure that all is configured as it
should be.

If there still is a problem call IPSwitch tech support. They help us out 4
years ago when we had issues setting up SSL and it ended up being I missed a
step in the configuration from the instructions in the manual.

Sorry I am not more detailed and probably stating the obvious but we have
has SSL running flawlessly for quite sometime now.
