Can't use IP. If 10 (or a thousand) folks are behind the same NATting
firewall at the same company (read: Domain), they'll all have the same IP,
but different accounts.

I'll dig into the second one - POP3 limit as well, but not aware of there
being a way to limit this, right now.  So this would be something along the
line of "require minimum of x mins between successive connections from same
IP address/user" - to temper repeated "Send/Receive" users who might be
hogging b/w.
