What do the logs say it's doing while it's sitting
at 21%? If you look at the task manager, is the cpu time for
smtpd increasing? Maybe try turning off some of the black lists
to see if that makes a difference.

no, this is new. It bounces up and down but
doesn't seem to go below 21%. The only settings we've changed have been
those of the dictionary attacks.

I would
start eliminating settings in STMPD to try and find the
culprit. If you have turned on dictionary attack settings
since upgrading, try turning those off and see if that makes a
difference, etc. Let me know if turning something off makes a
difference so we know where to look. Also, could I see the logs
for SMTP when the task manager shows it's constantly eating
resources?

It's like that's the lowest % it will use. Yes. Nothing that
seems out of the ordinary. We're using spamhaus, china and spamcop.
Dictionary is set to block for 24 hours.
Note that a recycle of
the smtp service sets it back to 0% and normal
operation.
