Speed up what? Perhaps I don't understand your use of "bandwidth".
      
He  meant  relative  to  other  application protocols for any point in
time, not the aggregate bandwidth used until queues are exhausted.

Throttling  the  number of simultaneous SMTP connections will decrease
the  amount of point-in-time competition for bandwidth. Of course, you
are  right  that  a  given message volume will always consume the same
amount of bandwidth in toto.
