auto restart is turned on but when I look at Services it shows QM stuck in "Stopping"

If you don't have the Auto restart set and the queue manager senses a fatal error (ERR 005) it will not shut itself down and will attempt to recover.  Depending on what went wrong the recovery could fail resulting in the queue manager locking up.  We recommend this option be turned on.

in a perfect world that works great but in this case QM is not restarting.

(files that were in process of delivery), renames them, and drops an

Are there any error messages in the logs?  Look for ERR 005; you'll
usually see this before the queue manager shuts itself down due to a
fatal error.

Perhaps this is a good one for the enhancements wishlist.

When QM starts up, it could first do a scan of the log file and remove
or 
rename any of the offending messages automatically.  It could then send
a 
notification to the server admin (already used for things like number of

messages sent, etc..).

It beats the alternative resulting in a down server.
