Incorrect. Users should not be sending e-mail directly to other servers, and as such have no need for a PTR. Only SMTP servers need a PTR.

Kevin, This says that your mail servers have reverse DNS, but doesn't say whether your users do. Every public IP on your network needs to have a PTR if you want email originating from that IP to be accepted.
