I use Secondary.com for my secondary nameservers.
 
If all else fails, we are only talking about 2 zones that are quite small, I can always add the records manually if need be.
 

 
Nope... but I would think you'd want to change the new server to primary, which removes the dependency on the old server, before changing the IPs.
 
Note that it is a recommended practice to have multiple DNS servers, one being primary and the others secondaries.  If this is serving DNS zones to the internet, then having them on separate networks for protection against local network failure is also recommended.
