The error you are seeing is most likely either a permissions issues with the contacts database, or a problem with your DSN. Find your workgroupshare\data directory and make sure NETWORK SERVICE (or equivalent if you are using a non-English version of windows) and make sure it has Full control of the workgroupshare.mdb. NETWORK SERVICE should be part of the IIS_WPG group which is granted permissions to the file, but I have seen cases where permissions had to be granted directly to the NETWORK SERVICE user.
Yes you can import users from 8.05 to 2006 (2006 will read the users directly from where ever you have your user information stored, so all you user information will be kept.
