Hmm... that's not true any longer (I believe that was a a "draft" EULA). While certainly encouraged as a desktop database to upsell other editions, Express, as I currently understand it, may clearly be used for multi-user commercial applications -- provided the processor, db size, and memory restrictions are acceptable.
