That's not cause by either AOL or Comcast. When the phrase, "Your mail to the following recipients could not be delivered because they are not accepting mail from ..."
appears in a notice, it means that the RECIPIENT has completely blocked either the sender's e-mail address or the domain from which the message originates. As I understand it from talking directly with Level II support at AOL, once an end user blocks an e-mail address, they will not intervene. Here is exactly what AOL told me, "The user made the proactive decision to block e-mail from your user and we will not reverse it."
