What kind of "To" address? Try these additional steps: 1) wait until after getting the 220 before sending the HELO command 2) include your FQHN in the HELO command 3) include a From: header with the same address as the MAIL FROM command 4) include a To: header with the same address as the RCPT TO command Note that regardless of whether or not your test works its unlikely you're gonna gain much insight on what their "554 Message refused" means.
