Normally it is in \WINDOWS\system32\drivers\etc\

It is used to override normal DNS settings for a domain (or to create
settings when no DNS entry exists).  It is _possible_ that for some reason
an administrator might have decded not to allows users of the machine to
access gmail.com and put an entry into that file - seems unlikely though.
