I agree with both of David's request, as a hosting company it is hard to manage several users and issues of spam with aol, yahoo, and hotmail if our users are allowed to forward their mail.
Also I agree with the following wishes: The system admin should be able to set server-wide defaults/limits and specify whether they can be over-ridden or not. Next the host admin should be allowed to set host-wide defaults/limits for the host that the system admin configured to allow over-rides on - but not exceed any limits that may be imposed by the system admin. Next, the end user changes must only be allowed within what the host admin allowed or inherited from the system admin and chose not to over-ride themselves.
