It is almost definitely due to this. In researching this issue,
everyone reports that Verizon auto-responds with the same note telling
them that they aren't blacklisted, and failing to explain what the real
issue with being blocked is likely related to.
IMail 9.x users need to be very careful about using dictionary attack
prevention. If this is used, the tolerance should be set to a very
short time period in order to block just those things that are
aggressive and not systems like Verizon's own sender verification.

I see them all of the time.
Some legit send-only list servers use [EMAIL PROTECTED] where:
1. sender@ does not exist (aka no return path), which is RFC illegal.
2. DNS query for MX/A of @label.sender.domain gets an answer, but
trying to contact the MX/A times out.
The types of legit senders that do this are
stock/financial/newsletters (many of which have paid subscriptions),
marketing mail shots, etc.
