I have run into a few issues along these lines with other servers.
While it is possible that IMail is returning a "550 too many recipients"
error after the x + 1 RCPT TO is received, there is also a bad behavior
by some MTA's (I believe that Microsoft is one of them) where after it
gets a "450 too many recipients" message (a temporary error), the
sending server will proceed with more recipients and hit this over and
over again, which in some cases can trigger abuse detection mechanisms
such as having too many bad recipients and result in a 550.
So the proper behavior here is to not track over limit recipients in bad
recipients and trigger this behavior. It could be dictionary attack
prevention for instance that is being triggered after the limit is
exceeded, or maybe this isn't an over limit recipient issue but a
dictionary attack prevention issue.
If IMail is returning 550's for over limit recipients, that would be
very unwise to do and it should be changed.
I don't know which one it is since I'm not looking at logs, but I hope
that helps.

It seems that Imail will deny access to anyone exceeding that max rcpt
setting in smtp. Anyway to NOT have it block someone and just deny the
email?
