The charset manifests itself as a "string" in the subject. If you like, you can 
send a mail to me off list. you can use my first name ät my domainname as the 
recipient.

Hello, 
That's just it though, it's looking for a string rather than matching a 
character set, right ?

I sent an email to myself from my google account with the subject line:

создаем сайты


I can see from this website that the characters above are in the "KOI8-r" 
library.
http://www.cyrillic.com/ref/cyrillic/koi8-r.html

But the email delivers just fine and is not blocked.
