Yes, in Imail 2006.2 email sent from Webmail is received by the Imail SMTPD32 service which will then pass it to a 3rd party app such as ASSP or Declude for processing.
In earlier versions, Webmail "dropped" the email into the spool and the SMTPD32 service had nothing to do with it, it was sent using the Queue Manager.
