It  is.  Try  SteelBytes PortTunnel -- there are others, sometimes you
have  to  service-ize  them, sometimes they're just as good but I just
can't vouch for them.

The port redirector listens on 1.2.3.4:80 and redirects all traffic to
1.2.3.4:8383. The client *never* talks to 8383.
